Pop Warner football has been around since the inception of the league in 1929 by founder Joseph J. Tomlin as a four-team conference in Northeast Philadelphia. Since then, participation has steadily increased to today's record numbers. Over 240,000 youths participated in Pop Warner-sanctioned football programs in 2004, and those numbers are continuing to grow.

Pop Warner exists to use football, cheerleading, dance and a respect for education to develop strong, smart, responsible, healthy young men and women. We give them experiences that build their appreciation for and understanding of leadership, teamwork, and discipline.

Kids compete with kids of similar age and size. Pop Warner is the ONLY youth football program (local, regional and national) that sets and enforces a strict AGE & WEIGHT MATRIX that reduces the risk and reality of injuries.

Did you know that Pop Warner football is safer than soccer? Pop Warner football has 12% fewer injuries per capita among 5-15 year olds than organized soccer in the same age range! (U.S. Consumer Product Safety Commission, NEISS)

Pop Warners Rules

  1. No Smoking or use any tobacco substances. All Pop Warner functions are tobacco free zones. This again has to do with safety and insurance purposes, and this applies to EVERYONE...!
  2. No Pets. There are no pets allowed at any time, on or around the practice or game fields. Home or Away. This again has to do with safety and insurance purposes, and this applies to EVERYONE...!
  3. Conflict Resolution. If you or your child has a problem with a coach or a teammate, please see your team issue resolution person or team mom. Let her know what the problem is and she will either handle the problem or arrange a meeting with the Head Coach. She will only talk to the coach after practice or after a game.
  4. There will be practice Rain or Shine...! If you do not get a phone call or email saying practice was cancelled, you must show up. Only the Head Coach can call off practice. If practice is called off, it could be held on a different day of that week to make up for lost time.
  5. Problems at school/home. If your child is "lacking" in school because he doesn't want to do his homework or schoolwork, you've talked to your child and nothing has changed, arrange for a the Head Coach to talk to the child.
  6. Progress Reports/Report Cards. When progress reports/report cards come out, we ask that the child brings it to show the Head Coach. This way the coach can see how the child is doing in school. Any player with less than a 2.0 GPA at the end of the last school year will be required to provide an original school progress report biweekly. Failure to show satisfactory scholastic progress or to get the school's progress report will result in the player missing the next game.
  7. Volunteer Jobs. If you cannot make it to a game that you are signed up to do or bring something, then it is up to you to find someone to take your place.
  8. No Dropping your children off. We ask that you do not drop off your child at practice. You need to be around in case of an emergency, or if the coach calls practice off early. It is not fair to the team moms or the coaches to sit around and wait for a child to be picked up.
  9. WATER...! Make sure your child has plenty of water with him at practice. If your child doesn't have water, he will not be able to practice. We ask that he brings water and nothing else.

Adult Behavior

  1. At any Pop Warner event, practice or competition, any adult who is verbally abusive, attempts to intimidate, is flagrantly rude or cannot control their language or actions with an official, coach or Pop Warner volunteer: will be asked to leave the Pop Warner event. The offender will receive a written warning regarding their behavior. The offender's children will be immediately removed from the Pop Warner event.
  2. Any adult that commits a second similar offense will be banned from Pop Warner events for the remainder of that season and their children removed from Pop Warner fro the remainder of that season. Association will refund registration monies, pro-rated based on the percentage of the season remaining.
  3. Any adult who physically assaults an official, coach or Pop Warner volunteer will be banned from Pop Warner and their children removed from the Pop Warner program fro one year from the date of the offense. The children may not participate in another Pop Warner Association Event during the sanction period. After one year, the parent may apply for re-instatement of their children. If the adult commits a second offense, they will be permanently banned from Pop Warner and their children permanently removed from Pop Warner.


*The term physical assault includes, but is not limited to: hitting, slapping, pushing, spitting, kicking, or striking in any way with any part of the body or any physical implement.
